【Editorial】 Reduction in rice production target should be coupled with increase in rice for other uses (Nov. 29, 2014)

  The agriculture ministry set the 2015 national production target for rice for staple food at 7.51 million tons, down 140,000 tons from this year’s target. In addition to the national target, the ministry also announced a reference mark for voluntary acreage reduction efforts for the first time. The mark, regarded as a non-binding target for rice producing regions and a measure to encourage efforts to match supply with demand, is set at 7.39 million tons. 【Editorial】 Central and prefectural unions’ auditing indispensable for sound management of primary JAs (Nov. 14, 2014)

  Among discussions made on agricultural co-ops reform, many opinions based on lack of understanding or misunderstandings are recently seen regarding the role of auditing by central and prefectural unions. In order to secure soundness of primary JAs’ management, it is indispensable to conduct financial and operational audits as a package under the Agricultural Co-operative Society Law. It is totally off the mark for the government’s Regulatory Reform Council to say no legal grounds are necessary to authorize the unions’ auditing. We believe an auditing system focusing on the special features of co-operatives is the very thing that contributes to an increase in farmers’ income. 【Editorial】 TPP faces crucial stage in November; concern rising over U.S. (Oct. 28, 2014)

  Bilateral talks between Japan and the United States held in line with the ministerial meeting of the members of the Trans-Pacific Partnership free-trade talks failed to reach agreement. It was an expected result, considering that the U.S. has no way to compromise before the midterm Congressional elections scheduled on Nov. 4. However, the TPP member nations are planning to hold another ministerial meeting this month with the aim of accelerating negotiations to strike a broad deal. 【Editorial】 Measures necessary to encourage rice farmers amid plunge in rice prices (Sept. 27, 2014)

  The nationwide rice crop index as of Sept. 15 stood at 101, against 100 for an average year. The situation should be regarded as good, if not for the growing seriousness of excessive supply of rice. The drop in rice prices is becoming so severe that rice growing areas are calling for measures to stabilize prices and supply-demand balance of rice. The government must listen to their voices and take specific actions. Although the crop index might change in the future due to typhoons, the trend of excessive supply is likely to continue.   Nearly a year passed since the first case of porcine epidemic diarrhea (PED) in seven years was reported in Japan. The outbreak spread to 38 prefectures, with more than 1.2 million pigs falling victim. The disease killed roughly 370,000 of them, mainly piglets. It posed a serious threat to the hog farmers’ business, bringing renewed attention to the importance of biosecurity. Following the outbreak of PED reported in Okinawa Prefecture on Oct. 1, 2013, the disease spread throughout the nation, especially in the southern Kyushu region.
