【News】 Imports of products in the key areas of negotiation for the TPP mostly from the current TPP member countries (April 10, 2013)

  Imports of the agricultural, forestry and fishery products which the Liberal Democratic Party wants to protect as the key areas for Japan’s national interests are coming mostly from the TPP participants such as the United States and Australia it was learned from the Agriculture, Forestry and Fisheries Ministry’s data. As for wheat, beef and pork, almost all of the imports are from the TPP member countries. If Asian countries negotiating for the Regional Comprehensive Economic Partnership (RCEP) and European Union member countries negotiating for the Economic Partnership Agreement (EPA) are included, the same is true for imports of other products such as rice.   The sales of rice harvested in fiscal 2012 are now in its final stage, without marking a decline in prices as some had feared. The Ministry of Agriculture, Forestry and Fisheries’ relative price for 60 kilograms of brown rice is at a level of around 16,500 yen, 1,300 yen up from last year. Compared with the nightmare of fiscal 2010, when rice prices plummeted to around 12,000 yen, this year’s prices are about 3,800 yen higher, which is about the same level as 10 years ago.   The producer-processor milk price negotiations for fiscal 2013 are going far from smoothly. The situation could do serious harm to the domestic dairy farming. Dairy farmers and the dairy industry should work together to raise milk prices as quickly as possible, while improving safety net for the dairy industry. Designated fresh milk producers and dairy products processors both have been trying to settle negotiations for milk prices before the end of fiscal 2012, but have failed to narrow their differences so far.   Office of the United States Trade Representative submitted the 2013 National Trade Estimate Report on Foreign Trade Barriers to U.S. President Barack Obama and Congress. Concerning Japan, the report lists issues of concern in such sectors as automobile and insurance, the areas which are addressed in the preliminary negotiations between Japan and the U.S. on Japan’s participation in the Trans-Pacific Partnership free-trade talks. The report also includes demands which could go against the campaign pledges concerning the TPP that the Liberal Democratic Party made in the Lower House elections last year.   Prime Minister Shinzo Abe formally announced Friday, March 15, in a press conference at his official residence that Japan will take a seat at the negotiating table for the Trans-Pacific Partnership free-trade talks.
