  Hirobumi Senbongi – Singapore The United States negotiators have opposed to introducing safeguard measures for Japan’s key agricultural products in the Trans-Pacific Partnership free-trade talks, it was learned Tuesday, May 20.As Japan and the U.S. resumed bilateral negotiations in Singapore along with the two-day ministerial meeting of the TPP member nations, the U.S. kept its hard-line stance over the measures which were seen as a key to reaching broad agreement, according to Japanese government sources. 【News】 State panel proposes relaxing regulations for farmland ownership (May 20, 2014)

  The government’s Council for Regulatory Reform has called for drastic deregulation in establishing agricultural production corporations which can own farmlands. The proposal goes against the recent trend where farmland transactions are largely shifting from selling to lending under the revised Agricultural Land Law and the farmland consolidation banks established this fiscal year. The idea apparently reflects strong request from the business community to allow farmland acquisition by private companies. The Agricultural Land Law was revised in 2009 to allow companies other than agricultural production corporations to rent farmlands. 【News】 Flowery Tradition Being Passed Down by Children (May 18, 2014)

Kotaro Yamada – Tsukagoshi Flower Festival (Chichibu-shi, Saitama Prefecture) In the Tsukagoshi district of Kamiyoshida, Chichibu, Saitama Prefecture, there is a traditional spring festival called Hana Matsuri (flower festival). It’s literally a flowery festivity to gather flowers from around the village and scatter them in the local shrine. That way, people celebrate the birth of Buddha but the festival itself is all carried out by local children. The tradition has actually been handed down from the Edo period by children in the village. Hana Matsuri is held in early May every year. 【Editorial】 Breakup of the JA group must be avoided at any cost (May 15, 2014)

  The Council for Regulatory Reform has released its proposal on agricultural reform which calls for revisions of agricultural committees, agricultural cooperatives and agricultural production corporations. It is a monstrously unjust proposal which paves the way for private companies’ unrestricted entries into the agricultural sector and practically forces the Japan Agricultural Cooperatives (JA) group to split up. We cannot possibly accept the proposal which is uncomprehending and ignorant of the fact that the JA group is a private cooperative organization. The JA group is now in the heat of reforming itself. 【News】 LDP to come up with agricultural reform plan in June (May 15, 2014)

  The ruling Liberal Democratic Party will compile its own agricultural reform plan which is likely to be less drastic than the government panel’s proposal and conforms to farmers’ objectives, party officials said. The LDP’s two project teams, which have been discussing since March on how to reform agricultural organizations, plan to release their proposals in early June, they said.
