【News】 Farm management advisors of agricultural cooperatives for increasing agricultural incomes of core farmers awarded at ZEN-NOH convention (Nov. 18, 2016)

ZEN-NOH (National Federation of Agricultural Cooperative Association) or a national business organization of agricultural cooperatives (JAs) held a national convention of farm management advisors of agricultural cooperatives, who are called “Team for Agricultural Coordination” or TAC providing guidance to core farmers through maintaining face-to-face interactions with those farmers, at Yokohama city on November 17. 【News】 LDP’s lawmakers bitterly opposing agricultural reform proposal made by Government advisory panel leading to “bankruptcy” of agricultural cooperatives (Nov. 18, 2016)

The Agriculture and Forestry Division of the ruling Liberal Democratic Party (LDP) and LDP’s agricultural caucuses held a joint meeting on November 17 to discuss how to handle a radical proposal on agricultural reform, which was made on November 7 by an agricultural working group of Government’s advisory panel named as the Council for Promotion of Regulatory Reform. LDP lawmakers’ objections and angers against the proposal erupted at the meeting. They fiercely opposed the proposal because it could interfere in business activities of the private sector. 【Editorial】 Unreasonable intervention in agricultural cooperatives’ management should never be allowed (Nov. 12, 2016)

The government’s Regulatory Reform Promotion Council has recently presented a draft proposal on reforming management of agricultural cooperatives. The key points include abolishing the consignment sales system of the National Federation of Agricultural Cooperative Associations (ZEN-NOH) and making the organization shift within a year to the system of purchasing all the products, as well as turning primary farm coops (JAs) into agents, instead of providers, of financial services. These are extremely unreasonable proposals that totally ignore the functions and roles of ZEN-NOH’s sales business and JAs’ financial business. 【News】 Liberal Democratic Party to put forward its own proposal on agricultural reform focusing on marketing & financial businesses of agricultural cooperatives (Nov. 15, 2016)

The ruling Liberal Democratic Party (LDP) started its full-scale discussions on agricultural reform on November 14 so that LDP could put forward its own proposal by the end of November. On November 11, an agricultural working group of the Council for Promotion of Regulatory Reform, Government’s advisory panel, announced its proposal on the agricultural reform, including a radical idea of abolishing a so-called consignment marketing system of ZEN-NOH (National Federation of Agricultural Cooperative Association) or a national business organization of agricultural cooperatives (JAs). 【Focus】Government panel proposal focus on weakening agricultural cooperatives (Nov. 12, 2016)

The proposals on agricultural cooperatives, released on Friday, Nov. 11, by the government’s Regulatory Reform Promotion Council, are apparently targeted at shifting focus of debate on agricultural coops reform back to drastic dismantling of the farm coops group which hit the headlines two years before. The key points of the proposals include abolishing the system of farmers entrusting sales of their products to the National Federation of Agricultural Cooperative Associations (ZEN-NOH) and transferring primary farm coops (JAs)’ financial business to Norinchukin Bank.
