【News】 Japan-Australia EPA fuels worries over possible price decline in beef market (April 9, 2014)
Japan and Australia reached a basic accord on an economic partnership agreement on Monday, April 7, making it Japan’s first agreement with a major exporting nation of agricultural products. While the two nations agreed on the most controversial issue of tariffs on beef, the tariffs will be reduced gradually over a long period of time and Japan will be allowed to take a safeguard measure of raising the tariffs to the original level if imports exceed a certain level. This virtually means low tariffs will be applied only to imports within a certain quota. Such measures reflect the Japanあese government’s intention to minimize the impact of beef imports on … Continue reading

【News】 Farmers call on ruling bloc to protect key farm items in Japan-Australia EPA (April 4, 2014)
The Central Union of Agricultural Co-operatives (JA-Zenchu) and its national political body held a protest rally meeting on Thursday, April 3, in Tokyo to demand that sensitive agricultural products including beef be exempted from negotiations on Japan-Australia economic partnership agreement. As the two countries are aiming at reaching agreement prior to the summit meeting between Prime Minister Shinzo Abe and Australian Prime Minister Tony Abbott scheduled on Monday, April 7, some 700 representatives of farmers gathered to ask the ruling Liberal Democratic Party and its coalition partner New Komeito to keep the resolution adopted in the Diet urging the government to leave out the items in the negotiations for tariff … Continue reading

【News】 Japan-Australia EPA fuels growing sense of crisis among domestic cattle breeders (April 3, 2014)
Hirobumi Senbongi Kumamoto As negotiators work to conclude the Japan-Australia economic partnership agreement, domestic cattle breeders are increasingly worried about the impact of possible reduction in tariffs on Australian beef. In Kumamoto Prefecture, a major beef production area, prices of Japanese brown cattle plummeted after the liberalization of Japan’s beef market in 1991 followed by reduction in tariffs on beef imports. As a result, the number of Japanese brown cattle raised in the prefecture dropped more than 80 percent compared with the time before the liberalization, and the number of beef producers also declined by 80 percent. Farmers, who had gone through such experience in the past, are strongly … Continue reading

【News】 Australian beef competes with domestic Holstein beef, government tells Diet (April 2, 2014)
Beef imported from Australia competes directly with domestically-grown Holstein beef, the Ministry of Agriculture, Forestry and Fisheries said Tuesday, April 1, indicating that the ongoing negotiations on the Japan-Australia economic partnership agreement should focus on minimizing the impact on Japan’s Holstein cattle breeders. In a meeting of the Diet’s Lower House agricultural committee, the ministry said the retail price of Australian beef was JPY203 per 100 g in fiscal 2012, JPY100 lower than domestic Holstein beef whose price was JPY303. Responding to a question by Hiroki Hayashi, member of the new opposition party Yuinotoh, the ministry explained that in terms of average wholesale prices of domestic beef in fiscal … Continue reading

【Editorial】 Protect cattle farmers in Japan-Australia EPA negotiations (March 26, 2014)
As Japan and Australia speed up negotiations under the Japan-Australia Economic Partnership Agreement prior to Australian Prime Minister Tony Abbott’s visit to Japan scheduled next month, the Japanese agricultural industry is concerned over Australia’s pressure to open Japan’s agricultural market, especially regarding tariffs on beef. Australia has been asking Japan to largely lower the tariffs, and will surely increase pressure to liberalize markets if Japan shows any sign of compromising. We urge the Japanese negotiators to stick firmly to the Diet resolution. The Australian government is demanding that Japan more than halve its tariff on beef imports, which is currently 38.5 percent. The nation is highly likely to take … Continue reading
