【News】 Prime Minister Shinzo Abe vows to protect agriculture (April 8, 2015)
Prime Minister Shinzo Abe reportedly said on Tuesday, April 7, he will “protect what should be protected,” referring to key farm products which the government has pledged to exempt from tariff cuts in the Trans-Pacific Partnership free-trade negotiations. In a meeting with Akira Banzai, president of the Central Union of Agricultural Co-operatives (JA-Zenchu), Abe also stressed that his administration shares the same goals as the JA group, which are to increase farmers’ income and revitalize rural areas. He said exports of farm products will expand further in the future, adding that he hopes to make such a situation an opportunity to proceed with agricultural reform together with the JA group … Continue reading

【News】 Progress in TPP ignores struggle by beef cattle farmers – report from Shihoro, Hokkaido (March 4, 2015)
Shingo Oka Shogo Kamata, 43, who raises 1,700 Holstein steers in Shihoro, Hokkaido, is increasingly worried that the Japanese government might compromise with the United States in the Trans-Pacific Partnership free-trade talks, despite the Diet resolutions which pledge to protect key farm products. Kamata is concerned because of reports that Japan is considering gradually reducing beef tariff to 9 percent from 38.5 percent in response to the U.S. demand in the bilateral negotiations. Holstein steers will be hit hardest if such tariff cut is implemented, as they compete with imported beef in terms of quality grade. Many fear that the accelerating trend of market liberalization, following the Japan-Australia Economic … Continue reading

Katsuto Uchihashi The 189th ordinary Diet session which began on Feb. 12 is dubbed the “screaming for reform” Diet. In his 45-minute policy speech before the Diet, Prime Minister Shinzo Abe mentioned the term “reform” as many as 36 times and cried out that he is determined to reform agricultural co-operatives for the first time in 60 years. The issue of dismantling the Central Union of Agricultural Co-operatives (JA-Zenchu), which was narrowly agreed upon only three days before the opening of the Diet, has been made the main focus of the Diet session. Those who support the reform plan insist that turning JA-Zenchu into a general incorporated association and … Continue reading

【News】 Government’s guarantee to import U.S. rice: never make the same mistake again (Feb. 7, 2015)
Senior Staff Writer, Masaru Yamada In the ongoing negotiations for liberalization of farm products under the Trans-Pacific Partnership free-trade talks, the United States is asking Japan to set an annual tax-free import quota for American-grown rice for consumption as staple food. Two decades ago, Japan secretly agreed to guarantee a certain share of U.S. rice in the Japanese market. The decision forced Japan to post substantial losses in the agriculture ministry’s special account, which continue to impose a burden on farmers and the Japanese people. The government should never repeat the same mistake of bowing to U.S. pressure and accepting more import quotas. In fiscal 1995, Japan started importing … Continue reading
