【News】 Japan’s agriculture likely to be the only loser in TPP: U.S. Department of Agriculture report (Nov. 13, 2014)

Senior Staff Writer, Masaru Yamada – Washington D.C. The United States’ agriculture will benefit the most from the Trans-Pacific Partnership free-trade agreement, while 70 percent of agricultural exports boosted by the pact will be shipped to Japan, leading to an influx of imports, according to a recent report by the U.S. Department of Agriculture. The report, compiled by a group of experts in the department’s Economic Research Service, predicts changes in agricultural trade of the TPP’s 12 member nations. It compares a “baseline scenario” – simulation of projections between 2014 and 2025 under trade agreements and tariff reforms already committed to in the region – with a hypothetical TPP … Continue reading

【Interview】 Expert on agricultural trade warns of U.S. Congress’ moves to deliver export-boosting trade deals (Nov. 6, 2014)

Shinji Hattori, professor emeritus of Toyo University and expert on Japanese agricultural trade, discusses the possible impact of the Republican sweep of the United States’ midterm Congressional elections on the Trans-Pacific Partnership free-trade talks. The final election results are still outstanding at the time of the interview, but it would be impossible for the Republican Party to take up 60 seats in the 100-member Senate which are necessary to end debate on a bill and move on to voting. So it would not be possible for Republicans to have complete power over the Senate. The structure of Democrats cautious about free trade hindering Republican advocates of free trade will … Continue reading

【News】 “Plurilateral” approach possible under WTO, European think tank says (Oct. 30, 2014)

Satoko Adachi – Geneva Many countries which support the agreement on trade facilitation under the World Trade Organization should go ahead with its implementation without the consent of the entire membership, a European research institute said in a recently released policy proposal. The European Centre for International Political Economy, an independent trade policy think tank based in Brussels, suggested that the agreement can follow the approach taken for the Information Technology Agreement (ITA), which was originally settled by a relatively few countries but its benefits were later made available to all WTO members under the principle of most-favored-nation treatment. If the idea is adopted, it is likely to draw … Continue reading

【Editorial】 TPP faces crucial stage in November; concern rising over U.S. (Oct. 28, 2014)

Bilateral talks between Japan and the United States held in line with the ministerial meeting of the members of the Trans-Pacific Partnership free-trade talks failed to reach agreement. It was an expected result, considering that the U.S. has no way to compromise before the midterm Congressional elections scheduled on Nov. 4. However, the TPP member nations are planning to hold another ministerial meeting this month with the aim of accelerating negotiations to strike a broad deal. The U.S., which would be over with the elections by that time, might try to reach agreement on controversial issues. Japan should remain alert not to make a compromise tempted by possible concession … Continue reading
