【News】 MAFF finds no impact by SBS imported rice transactions: More than 40 % of dealers confirm payments of kickbacks (Oct. 8, 2016)

The Ministry of Agriculture, Forestry and Fisheries (MAFF) revealed a result of its investigation on October 7, regarding shady transactions of rice imported under “simultaneous buy and sell” (SBS) system by trading houses paying kickbacks of so-called “adjustment money” to wholesalers. MAFF’s investigation found out more than 40 percent of the companied concerned confirmed deals with the “adjustment money.” However, MAFF officials concluded that they could not confirm whether the transactions with kickbacks had been serving as factors to lower market prices of locally produced rice or reduce its demand, although the investigation has supported the appearance of lower-priced rice imported under the SBS format in the domestic market. A number of blunders were recently found in the government’s Japanese translation of Trans-Pacific Partnership (TPP) documents. Shinzo Abe’s administration and ruling parties wish to search for an early solution to the problem by submitting a list of mistranslations for the TPP documents to the Diet so that the deliberation can be resumed to gain the Diet approval for the TPP free trade pact as early as possible. 【News】 Maximum of 3600 yen per 60-kg rice bag of “Adjustment money” paid to wholesalers: Sources tell to Japan Agri. News (Sep. 23, 2016)

In shady transactions of intentionally mispriced rice imported under the state-controlled “simultaneous buy and sell” (SBS) system, it was revealed on September 22, one of rice wholesalers in western Japan had been paid by trading houses a maximum of around 60 yen per kilogram of rice under the context of what they call “adjustment money.” The amount of the “adjustment money” is converted to some 3600 yen per “hyo,” 60-kilogram sack of rice. With the “adjustment money” paid by trading firms, the wholesaler sold the SBS imported rice to users of the food service industry at prices lower than successful bid prices announced by the Government. 【Editorial】Thorough probe necessary on suspected kickbacks undercutting prices of foreign rice (Sep. 16,2016)

It was recently revealed that the system of setting prices of imported rice through state-run auctions, designed to keep the prices at certain levels, has not been working due to kickbacks. It is suspected that foreign rice is traded in the Japanese market at much lower prices than domestically-grown rice. Japan has agreed under the Trans-Pacific Partnership deal to import some 80,000 tons of rice through simultaneous buy and sell (SBS) orders, but the government’s claim that the impact of such imports on domestic rice is zero now sounds highly dubious.
