Yuji Yamamoto, Minister of Agriculture, Forestry and Fisheries of Japan, told the press about his prospect for the coming Japan-U.S. Economic Dialogue after the Cabinet meeting held on March 17, saying “My interpretation is that issues of agriculture, forestry and fisheries will not be put on a table from a beginning of the bilateral dialogue.” Agricultural Minister Yamamoto clarified his understanding that agriculture has not been currently included in the agenda of the economic dialogue, although some officials of the U.S. administration are increasingly demanding Japan to further liberalize its farm market. 【News】 Japan’s Chief Cabinet Secretary Yoshihide Suga expects coming Japan-U.S. economic dialogue to build up “win-win relationships” (March 16, 2017)

The ruling Liberal Democratic Party (LDP) held a joint meeting of its Research Commission on Agriculture, Forestry and Food Strategy and other major farm caucuses on March 10 to discuss possible agendas for the upcoming “Japan-U.S. economic dialogue.” In a statement submitted to the World Trade Organization (WTO) on March 8, Donald Trump’s U.S. administration urged Japan to liberalize its markets of farm products, accusing Japan of imposing high tariffs on imports of agricultural products as well as maintaining state-controlled farm trade. 【News】 Bidding prices of rice imported under SBS continue to decline, raising concerns over negative impacts on domestic market (March 4, 2017)

The Ministry of Agriculture, Forestry and Fisheries (MAFF) completed a series of imported rice tenders for fiscal 2016 on March 3 under its Simultaneous Buy and Sell system (SBS), which tenders were carried out six times in the year. Last year, the state-controlled SBS auctions attracted press coverages on alleged mispricing of imported rice deals with so-called “adjustment money” paid by trading firms to wholesalers and distributers in Japan. Although payments of “adjustment money” were banned since the second tender in fiscal 2016, major varieties of imported rice have been continuously bided at new low prices in five SBS tenders since the second one.
