【Editorial】 Maximum caution necessary as U.S. passes trade promotion authority bill (June 20, 2015)
The U.S. Senate is trying somehow or other to pass the second version of the trade promotion authority (TPA) bill which is said to be indispensable for President Barack Obama to conclude the Trans-Pacific Partnership free-trade talks. In a desperate effort to advance the bill and accelerate the TPP negotiations, Republican congressional leaders resorted to an extreme measure of separating a workers’ assistance bill originally packaged with the TPA bill. We have to keep watching the U.S. move with the greatest caution, along with the Japanese government’s eagerness to follow the U.S. U.S. Congress is now in chaos. The first version of the fast-track TPA bill was packaged with … Continue reading

【Editorial】 Community-level discussions indispensable to revise farmland consolidation bank system (May 22, 2015)
A year has passed since the farmland consolidation bank system was established, but it has not achieved good results so far, prompting a need for revision. The government is said to be considering taking measures to encourage municipalities to facilitate the use of the banks, such as by creating differences in the budget allocated for each prefecture according to the amount of land leased by the banks. The revision is expected to be included in the government’s revised growth strategy, but the government should not rush to conclusions. We urge the government to discuss the issue carefully and make effective revisions by listening to the voices of farmers. It … Continue reading

【Editorial】 Agricultural co-ops reform – for whom and for what? (May 14, 2015)
The Diet will begin deliberations on the bill to revise the Agricultural Co-operatives Society Law on Thursday, May 14. The government says it places top priority on the bill in the current Diet session. The point at issue will be whether the revision will realize the government’s goal of increasing farmers’ income. The bill includes revisions on issues which have much to do with the essence of agricultural co-operatives, such as the scope of their business and who should be assigned to their board of directors. As the revision will be a historical shift for the Japanese agricultural co-ops group, we urge lawmakers to conduct thorough deliberations, taking into … Continue reading

【Editorial】 Japan and U.S. should not use rise of China as means to rush into TPP deal (May 1, 2015)
Prime Minister Shinzo Abe and U.S. President Barack Obama confirmed their determination to realize an early conclusion of the Trans-Pacific Partnership free trade talks. We cannot overlook the fact that during his visit to the United States, Abe never made clear he would protect Japan’s key agricultural products. When Japan decided to join the talks, the two leaders recognized that both countries have bilateral trade sensitivities, such as certain agricultural products and manufactured products. We must get back to the basics. The Diet should criticize Abe’s hasty attitude, and the government should respond to skepticism among the Japanese people by disclosing information. On Tuesday, April 28, Abe held a … Continue reading

【Editorial】 Rise in retail prices of milk indispensable to maintain domestic dairy industry (April 15, 2015)
Retail prices of milk after April are a matter of great concern for the dairy industry. As the dairy farmers’ association and major dairy manufacturers agreed on raising the price of raw milk for beverage use by JPY3 per kilogram starting in April, they are wondering whether the retail prices will rise along with it. However, although the price of premium brand milk offered by major dairy manufacturers rose by roughly JPY10 per a one-liter bottle, prices of many other brands remained the same. If retail prices do not properly reflect the rise in raw milk prices, it could threaten dairy farmers to lower the raw milk price again. The dairy industry should work on setting the … Continue reading
