【Editorial】 Leaked secret TPP documents indicate need for government to disclose information (Dec. 19, 2013)

  Earlier this month, WikiLeaks, a website which posts confidential government materials, released two secret documents that show the state of the behind-the-door negotiations of the Trans-Pacific Partnership free-trade talks. One document describes deep divisions between the United States and other member nations, and great pressure being exerted by the U.S. negotiators to move other nations to their position. As the negotiations are expected to continue next year, it would be nonsensical for the Japanese government to make any kind of concessions to U.S.’ unreasonable demands, while ignoring the people’s right to know.   Young farmers in urban areas have come up with goals of conveying the value of urban farming to residents and contributing to society through offering farmlands for use in time of disasters. As the government and the ruling Liberal Democratic Party will start full-fledged discussions on tax reform and budget compilation for fiscal 2014, we hope they will implement tax measures and other systems to support development of urban farming.   Policies on rice farming, the fundamental agricultural policy, are on the verge of change. Although it represents a major policy shift, discussions have already been focused on deciding specific measures such as the amount of payments by the end of this month, without any principle or picture of the whole system made clear. Farmers are filled with worries and distrust. We must not allow Prime Minister Shinzo Abe to take the lead in hurrying conclusion. 【Editorial】 Radical reform led by Abe risks leading the nation in the wrong direction (Nov. 1, 2013)

  We see danger in how Prime Minister Shinzo Abe runs his administration. Backed by high approval rates and the giant ruling bloc, Diet members are also making their way at Abe’s pace. In the current extraordinary Diet session, agricultural policy reform came up as an important issue, along with other major bills such as the state secrets protection bill. The problem is the overhasty way which the agricultural reform is dealt with, lacking sufficient discussion. Prime Minister’s Office suddenly shoots up radical measures such as abolishing the rice production adjustment program or revising the Japan Agricultural Cooperatives Law, and leads the discussion to make them broadly recognized.
